Comprehensive Safety Analysis 2010 (CSA 2010) is a new, high-impact Federal Motor Carrier Safety Administration (FMCSA) program to improve large truck and bus safety and ultimately reduce crashes. CSA 2010 introduces a new enforcement and compliance model that allows the FMCSA and its state partners to contact a large number of carriers earlier to address safety problems before crashes occur. When the program is fully rolled out by the end of 2011, we will have a new nationwide system that will make the roads safer for motor carriers and the public.

Over the past few years, the rates of crash reduction has slowed, prompting FMCSA to take a fresh look at how the agency evaluates the safety of motor carriers and drivers and to explore ways to improve its safety monitoring, evaluation, and intervention processes. CSA 2010 is the result of this comprehensive examination. CSA 2010 will enable FMCSA and its state partners to assess the safety performance of a greater segment of the industry and to intervene early on with more carriers to change unsafe behavior.

During the development of the CSA 2010 program, FMCSA sought to incorporate several key attributes:
  • Flexibility - Adapt to changing environment. Accommodate changes to the transportation environment, such as evolutions in technology and changing programmatic responsibilities.
  • Efficiency - Maximize use of resources. Improve federal and state enforcement staff productivity, as well as the safety performance of members of the motor carrier community.
  • Effectiveness - Improve safety performance. Identify behaviors associated with safety risks. Focus on compliance, enforcement, and remediation efforts of those unsafe behaviors.
  • Innovation- Leverage data and technology. Improve safety through the innovative use of technology to track and update safety performance data.
  • Equitability - Be fair and unbiased. Assess and evaluate motor carrier safety and enforce federal laws and safety regulations to ensure consistent treatment of similarly situated members of the motor carrier community.
